The 7 kg (15.4 lb) figure applies per bag in both cabins. flydubai publishes a gate fee for overweight cabin bags, which tells you the scale is used. A 2.4 kg empty case leaves 4.6 kg for contents, and a 3 kg hardside leaves 4.

The personal item has its own box
flydubai counts one personal item as part of the hand baggage allowance. It names a laptop bag, a small handbag or a satchel.
The item must fit under the seat in front of you, at no more than 25 x 33 x 20 cm (9.8 x 13 x 7.9 in). That is small, about the size of a slim laptop bag.

Which fares include the cabin bag
flydubai states that hand baggage is included in all its fares. Lite, Value, Flex and Business all carry the bag and the personal item. The fares split on the hold instead.
Lite includes no checked bag, Value includes 20 kg, Flex 30 kg and Business 40 kg. The flydubai baggage fees page lays that out.
What happens at the gate
flydubai prints the number most carriers hide. A cabin bag that exceeds the size or weight limits at the boarding gate pays AED 200, or 55 USD, per item.
It then goes to the hold. That fee is per item, so an oversize bag and an overweight personal item pay twice.
Dubai International is where the sizer and the scale appear. Board with the bag zipped and the front pocket flat, since the depth is the dimension that fails.
If you know the bag is over, buy a checked bag online before the flight. The gate rate is the expensive one.

The pattern is blunt. Standard American rollers fail this box on depth. The light ones still spend a third of the 7 kg on themselves.
A soft backpack in the 55 x 40 x 20 cm European class is the practical answer, packed to leave the width slack. Run any bag through the carry-on size checker before you buy.
If your trip connects onto Emirates at Dubai, pack for the tighter of the two boxes. The bag has to pass both gates.
