What happened
Silver Airways operated regional routes around Florida, the Bahamas and the Caribbean. It had been in bankruptcy proceedings. Operations stopped abruptly rather than winding down over a season.
Abrupt is the important word. Passengers were told not to travel to the airport, which is unusual even among airline failures.
Why old Silver Airways baggage guides still rank
Plenty of pages still publish Silver Airways baggage tables as though they were current. Some were even updated after the airline stopped flying.
Treat all of them as historical. An allowance only means something while an airline is operating one. Any figure you find now describes a service that no longer exists.
If you were holding a ticket
Refunds for a ceased carrier run through whoever took your money. That means your card issuer, your travel agent, or the booking site. Not the airline.
Card chargeback rights are usually the strongest route when a carrier stops flying. Travel insurance may cover it too, depending on the policy. We cannot tell you the status of an individual claim.

Flying those routes now
No single carrier absorbed the Silver Airways network. Its regional routes are covered, where they are covered at all, by other airlines in the same markets.
Search the route rather than the airline. Then read the rules of whichever carrier actually sells you the ticket. Regional aircraft in particular carry much tighter limits than a mainline jet.
