Volaris will give you a checked bag before it gives you a carry-on. The Basic fare includes a 15 kilogram checked bag and still no cabin bag, which is the strangest thing in Volaris baggage rules.
Most airlines unbundle the hold first and keep the cabin bag. Volaris does the opposite.
The three fare tiers
Zero is the cheapest fare and includes a personal item only. No carry-on, no checked bag.
Basic adds one 15 kilogram checked bag. The carry-on is still not included.
Plus adds the carry-on and raises the checked bag to 25 kilograms. That is the first tier where you can bring a cabin bag without buying it separately.
The personal item is unusually large
The personal item is 45 by 35 by 20 centimeters, roughly 17.7 by 13.8 by 7.9 inches. Every fare includes it, Zero included.
That is bigger than the personal item at most US carriers. Nearly 8 inches of depth is generous for an underseat bag.
On a Zero fare this is your whole allowance, so the extra size genuinely matters. A well chosen underseat bag covers a short trip.
The 20 kilogram cabin ceiling
The carry-on itself is 55 by 40 by 25 centimeters at 10 kilograms. Together, the carry-on and personal item must not exceed 20 kilograms.
That combined cap is easy to miss. It sits on top of the individual 10 kilogram limit rather than replacing it.
In practice the 10 kilogram figure binds first for most travelers. The 20 kilogram cap matters if your personal item is heavily loaded.
Checked baggage and the hard ceiling
A standard checked bag is 25 kilograms, about 55 pounds, at 158 centimeters. That is more generous than the 23 kilograms common in Europe.
No single piece may exceed 45 kilograms, even with overweight charges paid. That is an absolute refusal point rather than a fee band.
Fees are published on a separate schedule and vary by route, so price them at booking rather than assuming a flat figure.
How Volaris baggage rules compare
The unbundled model matches Frontier and Allegiant. The ordering of what gets unbundled does not.
On those carriers a mid tier fare typically restores the carry-on. On Volaris the mid tier restores the checked bag instead.
The 25 kilogram checked allowance is also better than either. Volaris baggage rules are more generous in the hold and stricter in the cabin.
Booking on the right tier
Decide whether you actually need overhead space before you compare fares. If a personal item works, Zero is a real fare rather than a trap.
If you need the cabin bag, go straight to Plus. Buying a carry-on onto Basic is usually more expensive than the fare difference.

Volaris baggage rules invert the usual unbundling order. Read the tier names carefully, because Basic does not mean what it means elsewhere.
