What the cabin bag actually includes
The cabin bag runs up to 55 x 40 x 23 cm, about 21.7 x 15.7 x 9.1 inches. It can weigh up to 8 kg, roughly 17.6 lb. Every fare also includes a free personal item up to 4 kg, about 8.8 lb.
A personal item means a purse, a laptop bag, or a small backpack, not a second roller bag. Most regional carriers set similar limits, and the general European carry-on size rules cover the pattern.
Business All Inclusive is the one exception. That fare allows two cabin bags at 8 kg each. The personal item rule does not apply the same way.
Why your bag might end up in the hold anyway
Air Serbia warns that a full cabin can mean your hand luggage goes into the hold instead. This tends to happen on full flights or smaller aircraft types.

Connect through a European hub instead of flying Air Serbia direct and the numbers can look different again. Carriers like Turkish Airlines and Lufthansa price a Belgrade connection under their own rules, not this one.
What an extra bag actually costs

On the New York and Toronto routes, an extra checked bag runs roughly 85 to 115 USD. That is the online price, booked ahead of time. Buying it at the airport costs more.
A second extra bag on those routes runs closer to 190 USD online. Overweight bags between 23 and 32 kg typically cost 50 EUR. Oversize bags, over 158 cm but under 203 cm, cost about the same on most routes.
