Read that as the rule, not as a description of what happens at every gate. Etihad’s checked baggage allowances also differ by fare, and the Basic fare includes no checked bag at all. The Etihad baggage fees page covers those.
What that means for a handbag in Economy
The safe reading is that in Economy the 7 kg cabin bag is the allowance and there is no Etihad carry on personal item beside it. A handbag or a laptop that fits inside the cabin bag is the way to travel without a discussion. A second bag that would not fit inside the first is the thing the published rule does not cover.

Weight is the other half. The 7 kg covers the cabin bag.

Etihad’s FAQ is direct. If cabin baggage exceeds the limits, you will be asked to check the bag in and excess baggage charges apply. On a US or Canada route, Etihad’s airport price for a bag up to 23 kg is USD 260 on tickets issued from 23 April 2026.
A bag up to 32 kg is USD 300 at the airport. A second cabin bag sent to the hold on a Basic fare can cost more than the fare.
