Other carriers that combine, like Air France and KLM, allow 12 kilograms. Finnair allows two thirds of that.

The cheapest fare has no cabin bag at all

Economy Superlight includes no cabin bag. You get the small item only.

Economy Light includes the cabin bag but no checked bag. Classic and Flex include both.

Read the fare name carefully. Superlight and Light sound similar and behave very differently.
