How to report a bag that did not arrive
Contact JAL staff at the arrival airport as soon as possible, before you leave the baggage hall. Staff open a search file and give you a File Reference Number.
JAL says that number is ten alphanumeric characters. It is different from the number on your baggage receipt.

Expenses while the bag is delayed
JAL’s international baggage pages publish no flat daily allowance or fixed interim payment for a delayed bag. Ask the airport staff what the station offers when you file, and keep every receipt for essentials you buy.

Damaged bags
Report damage to airport staff immediately, before leaving the airport. If you notice it later, report to the arrival airport within 7 days of receiving the bag. JAL states it cannot accept claims declared 8 days or more after receipt.
JAL’s default remedy is repair. In principle the bag is returned to you after it has been repaired, with alternatives offered where repair is not possible. It asks for proof of purchase details.
