Luxair still lets its cheapest fare carry a full cabin bag. That is not just a personal item. Book the entry level Light fare and Luxair cabin baggage rules still give you one full size bag, plus a small item under the seat.
Several low cost rivals in Europe do not do this. They strip the carry-on down to a personal item on their cheapest tier. Luxair does not.
What Luxair cabin baggage actually allows
The standard allowance on every fare is one bag at 55 by 40 by 23 centimeters. That is about 21.7 by 15.7 by 9 inches. The weight cap is 8 kilograms, or 17.6 pounds.
A second, smaller personal item is allowed too. It measures 40 by 30 by 20 centimeters. It has to fit under the seat in front of you.

When the bag does not fit at the gate
An oversized cabin bag costs 89 EUR at the gate. The bag then rides in the hold for the rest of the trip. There is no smaller penalty for being slightly over.
Traveler reviews describe the same complaint more than once. A bag that had flown on other carriers for years got flagged as Luxair cabin baggage. The traveler was charged on the spot.
The lesson is not that the size limit is unusual. It is that Luxair actually enforces the number it publishes. Some airlines are looser at the gate than their own policy suggests.
If your bag is close to the limit, weigh it before you leave home. A size checker tool takes less time than arguing with a gate agent.
Checked baggage by fare: Light, Smart and Flex
Luxair sells three main fares, and checked baggage is where they differ. Light includes no checked bag at all. You get only the cabin allowance above.
Smart adds one hold bag, up to 23 kilograms. The linear limit is 158 centimeters, the usual sum of length, width and height. Flex goes further with two hold bags at up to 32 kilograms each, plus one piece of golf equipment.
Compare that against Brussels Airlines baggage rules. It is a fellow Miles and More partner with a similar fare ladder. Do not assume the two match exactly.
Extra bags, overweight and oversize fees
Add a bag beyond your fare’s allowance and Luxair charges 79 EUR online or during check-in. At the airport the same bag costs 89 EUR. Booking ahead saves money.
Advance purchase tiers run 30 EUR a week or more out, 49 EUR from a week to 24 hours before departure, and 79 EUR inside 36 hours. An overweight bag, up to a 32 kilogram maximum, costs a flat 60 EUR. None of these prices apply to cabin bags, which are billed at the separate 89 EUR gate rate above.

Business class gets a second cabin bag
Business class passengers get two cabin bags, not one. Each still has to meet the same 8 kilogram, 55 by 40 by 23 centimeter limit as economy. The personal item allowance does not change by class.
If an upgrade might solve a packing problem, that second bag is the real benefit. It is a concrete gain, not a vague comfort claim.
The bottom line
Luxair cabin baggage rules are generous on paper for a small regional carrier. Every fare, even the cheapest, gets a full size and full weight bag. The catch is enforcement at the gate, where a bag that passed elsewhere can still get caught here.
