The bag that fits in the overhead bin is not free on Wizz Air. Every fare, including Basic, comes with one small bag that slides under the seat. A wheeled trolley bag that goes in the bin only travels with you if you buy WIZZ Priority.

The free bag and the trolley bag are not the same box
The under seat bag has to fit a laptop bag, a purse or a small backpack. Wizz Air states a wheel allowance of up to 5 cm on top of the stated dimensions. The 10 kg weight cap applies whether you paid for Priority or not.
A heavy laptop and a stack of paperbacks can still push a small backpack over that limit. The trolley bag is the one most travelers picture when they think of Wizz Air carry-on size. It only rides in the cabin with WIZZ Priority.
Wizz Air weighs it against the same 10 kg cap. Its baggage page does not say whether every gate has a scale on hand. Pack the Wizz Air carry-on size bag as if it will get weighed.
Which fare actually buys you an overhead bag
The fare names do the sorting. Basic includes the free personal item and nothing else. There is no checked bag and no trolley bag on Basic.
WIZZ Go adds one checked bag up to 20 kg but still no overhead cabin bag. WIZZ Plus is the first fare that includes the trolley bag. It comes with a personal item and a 32 kg checked bag together.
Buying WIZZ Priority on its own gets a Basic or WIZZ Go traveler the same trolley allowance, plus priority boarding. Wizz Air lists the price at roughly EUR 10 to 60 online. It rises to EUR 65 to 75 at the airport counter.

How strictly the sizer gets used at the gate
Traveler reviews on airline review sites describe Wizz Air as consistent about charging for anything a fare does not include. Gate staff check bags that look oversized rather than waving borderline cases through. Reviewers report being billed at the gate or at check in for bags not paid for in advance.

If a bag fails the sizer with no Priority on the booking, the traveler pays the gate rate for Priority or checks the bag on the spot. Either option costs more than buying online.
Wizz Air also charges by weight once a checked bag crosses a tier, at EUR 13 per kilogram at the airport. That per kilogram pricing is the same instinct that drives the cabin bag charges.
What happens when the free bag does not fit
A personal item that fails the under seat check has nowhere free to go. Gate staff will ask for it to be checked or upgraded to a trolley bag on the spot, both at the higher airport rate. Pack the free bag to the stated 40 x 30 x 20 cm box, not to the size of a backpack you already own.
Wizz Air’s own note on the free bag allows wheels to add up to 5 cm beyond the stated box. That extra room matters for a small wheeled underseat bag rather than a full sized backpack. Wizz Air does not extend the same allowance to the trolley bag, so a wheeled carry-on still has to clear 55 x 40 x 23 cm on its own.
