Book Economy Basic or Economy Value and you get one small bag. It fits under the seat, 40 by 34 by 18 centimeters, and that is all. There is no overhead bin bag included on those two fares.
The two bags KM Malta Airlines actually recognizes
KM Malta Airlines splits cabin allowance into a small personal item and a larger hand luggage piece. The two are not interchangeable. The small bag must go under the seat in front of you, on every fare, no exceptions.
The larger piece, 55 by 40 by 25 centimeters and up to 10 kilograms, goes in the overhead bin. Only certain fares include it, per the airline’s own cabin baggage allowance page. Jackets, laptops, cameras and anything bought after security must fit inside whichever bag you already carry.

Business Flex is the one real outlier in this lineup. The KM Malta Airlines hand baggage allowance there doubles. Two hand luggage pieces at 8 kilograms each replace the usual single 10 kilogram bag.
If your bag does not fit the overhead bin
KM Malta Airlines checks bags into the hold for free once the bins fill up. Staff hand you a claim receipt at the gate. You collect the bag at the carousel, at no charge.
Pull out anything you need in flight first. Medication, valuables and electronics should stay with you, not in a bag headed to the hold.
A bag that is genuinely oversized or overweight is a different case. That one can be checked against a fee, not for free.
How strictly is it enforced at the gate
Threads on travel forums describe the same pattern year after year for Air Malta’s old hand baggage checks. Enforcement depends on the agent and the flight, not a fixed rule.
One frequent flyer said staff have weighed carry on bags ‘particularly if it looks heavy.’ It ‘often depends who you get and how full the plane is,’ the same traveler added.
Another traveler put it more bluntly. What happened to someone else on a past flight tells you nothing about your own. KM Malta Airlines kept the same aircraft and much of the same ground team.
Reports naming KM Malta Airlines hand baggage checks by name are still rare this soon after the rebrand. There is little reason to expect the old pattern to have changed.
Packing around the smallest allowance
On Economy Basic or Value, pack to the small bag size, 40 by 34 by 18 centimeters. That is smaller than a full size carry-on bag, and you will not get the larger piece for free. A bag that flexes under a seat back beats a rigid case here.

Checked baggage follows the same fare split
Checked bags mirror the hand baggage pattern by fare. Economy Basic and Business Basic include none at all. Economy Value includes 10 kilograms, and Economy Plus or Flex include 20.
Business tops out at 32 kilograms, or two 32 kilogram bags on Business Flex. KM Malta Airlines did not publish separate linear dimensions for checked bags. That figure stays unconfirmed here rather than guessed.
